When do I receive a statement for the service costs?

I spent January to April inclusive in Spain, so I don’t think it’s reasonable for Vesteda to charge me for the costs incurred on this period. I am not planning on paying this portion of the costs. Am I within my rights?
Vesteda pays invoices that are charged on to me through the service costs. These invoices include VAT. Can Vesteda charge this VAT on to me through the service costs?
